Course Description

The Active Shooter Response Workup is a law enforcement-focused officer development package designed to improve an officer’s ability to respond to violent critical incidents, active shooter events, and mass casualty environments.

This course is taught by Keystone Dynamic Solutions instructors with active-duty military, veteran military, and law enforcement backgrounds. Instruction is delivered by personnel with real-world experience in CQB, firearms performance, tactical medicine, SWAT operations, and law enforcement response.

This is not a basic check-the-box course. The workup is designed to establish each officer’s baseline capability, provide focused instruction, and then measure improvement through scenario-based evaluations.

Officers will be trained and evaluated in:

  • CQB / active shooter response
  • Pistol and rifle performance shooting
  • TECC / tactical medical response
  • SIM/UTM scenario application
  • Decision-making under stress
  • Communication and team movement
  • Casualty assessment and treatment
  • Final evaluated active shooter scenario

The goal of this workup is to improve officer survivability, public safety, threat response, medical response, and overall performance during a violent critical incident.

 

Location: Morgantown West Virginia.

 

What Officers Receive

Each officer attending the workup will receive:

Training Format

The workup will take place over multiple training dates. The final schedule will be released once officer numbers, agency participation, and training locations are confirmed.

The general structure will include:

1. Baseline Scenario Assessment
Officers will complete an initial scenario to establish their current level of performance.

2. CQB / Active Shooter Response Training
Officers will train on movement to the threat, structure movement, room entry concepts, communication, threat discrimination, and actions after threat resolution.

3. Performance Shooting Block
Officers will work pistol and rifle skills focused on accuracy, speed, accountability, and performance under stress.

4. TECC / Tactical Medical Block
Officers will train on trauma response, bleeding control, tourniquet application, casualty assessment, casualty movement, and medical decision-making during high-threat incidents.

5. Final Evaluated Scenario
Officers will complete a final scenario designed to measure improvement from the baseline assessment.

Required Equipment

Officers should bring:

  • Duty pistol

  • Live-fire ammunition for pistol/rifle blocks

SIM/UTM equipment and ammunition are only included if the officer selects the SIM/UTM Support Package.

 

Important Notes

This is a law enforcement-focused course. Agency verification or proof of law enforcement status may be required before attendance.

Final training dates, locations, and equipment requirements will be sent after registration and coordination with participating officers/agencies.

 

Price & Package Options

Base Package — $2,000 per officer

This option is for officers or agencies providing their own required SIM/UTM conversion equipment and SIM/UTM ammunition for the scenario-based portions of the course.

Officer/agency must provide:

  • Required SimBolt or approved conversion system
  • Required SIM/UTM ammunition
  • Issued weapon systems
  • Duty gear
  • Live-fire ammunition for pistol/rifle training blocks
  • Eye and ear protection

SIM/UTM Support Package — $2,500 per officer

This option is for officers who need Keystone Dynamic Solutions to provide the required SIM/UTM support for the workup.

This package includes:

  • SimBolt/conversion system provided for the officer during the course
  • Required SIM/UTM ammunition for the full workup
  • Scenario-based training support
  • Protective equipment for force-on-force portions

This option is designed so the officer does not have to worry about sourcing a SimBolt or Simmunition for the course.
